Jabr Framework

Jabr is an integrated, human-centred framework designed to facilitate and manage all procedures related to cases of death in the Emirate of Dubai. It was created to support families during moments of loss and to ease the emotional, social, and administrative burdens they face.
The framework operates through a unified service pathway and a digital platform managed by a dedicated Government Service Officer, who oversees all procedures in real time — from receiving the initial notification to completing every required step.
Jabr reflects Dubai’s commitment to placing human dignity at the heart of government services, ensuring quality of life for all community members, even during the most sensitive moments, by supporting families through every stage of the process.

Why was the framework launched?

    Target Groups

    The service is provided to all bereaved families in Dubai — whether citizens, residents, or visitors.

    1. Beginning of the Journey

  • The death notification is received from the hospital or relevant authorities.
  • The dedicated Government Service Officer contacts the family to understand their needs, confirm their preferences (burial, repatriation, or cremation), and collect the required information.
  • Payments are made through a unified payment channel only when required.
