Owner is a person or a company that take overall responsibility for managing an Operation, without any partners. On the Trade License, the owners name will be mentioned as Establishment (Est) Owner. It could either be a Local Sponsor (Emirati) or an Expatriate. If the Facility Trade License is issued by DED, then Local Sponsor (Emirati) will be the Establishment (Est) Owner. Furthermore, with the help of a Local Service Agent (LSA), an Expatriate can own 100% of a business shares and become the Owner. However, if a Free Zones Authority issues the Facility Trade License the Establishment (Est) Owner can be an Expatriate.

Who can be the Lead Partner of the Facilities/Hospital/Clinic ?

Lead Partner is a person or a company that owns more than 50% of a business shares. If the Facility Trade License is issued by DED, then Local Sponsor (Emirati) must holds 51% of the business shares and the break up will be mentioned on the Trade License. However, if a Free Zones Authority issues the Facility Trade License the Lead Partner can be an Expatriate without the help of a Local Service Agent (LSA).

Who can be the Partner of the Facilities/Hospital/Clinic ?

A Partner is a person or a company who hold 49% of the business shares. They can take overall responsibility for managing an Operation on behalf of the Owner or the Lead Partner, with the help of a Power of Attorney (POA).

Who can be the Service Agent of the Facilities/Hospital/Clinic ?

A Local Service Agent (LSA) is a UAE National or Company owned 100% by UAE nationals, who manages licensing requirements and other government-related matters for your business, in exchange for an annual fee. The LSA has no responsibility and financial obligations to the business and do not receive any share or commission. They also have no legal interest in the management, business, profits or assets of the business. With the help of a Local Service Agent (LSA), an Expatriate can own 100% of a business shares and become the Owner.

Who can be the Medical directors of the Facilities/Hospital/Clinic ?

Medical directors are DHA certified professionals who provides guidance, leadership, oversight and quality assurance for the practice within a Medical Facility. The MD is generally responsible is to make sure that the Medical Facility follows DHA protocols and provide leadership to the group of professional who assist with the provision of medical oversight depending on which model of service delivery and which model of medical control are operating. While this definition is a fair description of the role in DHA, significant variations can occur in other countries and in other health care systems.

Can I reapply if my facility license for initial inspection was rejected?

YES, you will be given a detailed list of items required for improvement in order to meet compliance to the regulatory standards. After the corrective action you may submit a new application for approval with applicable fees

Can I be the owner of the Facility License and be the Medical Director?

Yes, as long as you have a Eligibility letter

I am a new facility, what are the document do I need to upload to get a Medical Director?

After inspection of the facility how much time does it take for approval?

Generally it would take 7 -10 working days but for some cases based on Inspection department requirements more than one inspection could be required and thus until all inspections are over the case would be remain OPEN

What do I do after the final inspection is done?

• Once the final inspection is done, the report is submitted to HRD and the facility will be asked to upload the New DED license and make the final payment for the License, based on the Facility Type selected.• Once the payment has been made, it will take a minimum of 14 - 20 working days to create the account and the License.

After I make a payment when and how will I get my DHA Facility License?

● A soft copy of the will be uploaded on the Facility’s account in the Facility Details section.● No Original License is provided, the facility has to visit HRD and get the license stamped.

Do I need to hold any Professional License to sponsor a medical facility?

No need to hold any Professional License for the sponsor.

My Medical facility License has expired and I want to renew it - What should I do ?

Please login into your facility account through your user ID and password. In the facility license services, you would find an option to renew, you would have to upload the Required document and wait for them to verify and make payment of the fine depending on the delay.

What is random inspection?

Random inspection is an unannounced onsite visit to an established and licensed health facility in order to identify compliance to DHA standards.

How frequently is the facility randomly inspected?

For facilities other than Hospitals, one should expect to receive a minimum of two inspection every year. The surveyors shall decide upon the time interval between visits based on the outcome of the inspection

How can I change Medical Director?

1- Login with user ID on the facility home page2- Go to change Medical director link3- Add the name (it could be yourself), may require a NOC from sponsor.4- Close the current session.5- Login to your personal user ID and username6- Go to the pending task and approve change MD application 7- Close this session. 8- Again go to facility home page and acknowledge this approval.

● New Undertaking Letter.● New Medical director information, (as facility has to choose one of their active professionals (physician or dentist) and the new medical director will receive a pending task in DHA account to do the approval).

Upon receipt of the official letter, outstanding penalty fees should be promptly settled with 5 working days from the time of issue in order to avoid any legal action taken against the facility.

I was issued warning letter - What should I do?

The facility within the given period as stated in the warning letter is expected to correct all non-compliance based on DHA relevant standard

Do I need to inform HRD of any changes in the health facility?

YES, the facility is required to submit an application within 30 days prior to the change. Following changes are included Ownership, Medical Director, Name of facility, Adding new specialty, Removal of services specialty, cancelation of license, Moving location from one geographical site to another, internal modification of facility design / services.

I plan to close the health facility. Should I inform HRD?

YES, you must submit a request with owners' signature for cancellation of the license thirty (30) days prior to closure

Why am I not able to view the registration form window (Health card) ?

If you are still unable to view the registration form window then please take your health card number and reference number to any primary health center and you will be able to collect a printed copy of the registration form
