The Health Policy and Strategy Sector of DHA was established in August 2009 to oversee the authority’s responsibilities for policy development and strategic planning for the Dubai Health Sector inspired by the Dubai Strategic Plan 2015. The sector’s overall mission is to develop, review and update the Dubai Health Sector Strategy, support the achievements of the DHA’s strategic goals through rigorous policy analysis, disciplined strategy execution and constant partnership with; consumers, providers, regulators and funders of health and healthcare in Dubai and the UAE. In addition, the sector is taking direct responsibility in supervising many key processes that support the development of the health sector in Dubai such as encouraging healthcare investments, promoting medical tourism, setting health information standards and public health and safety policies and regulations. The sector is fulfilling its responsibilities through three departments, namely – Policy & Strategy Department, Public Health & Safety Department and Health Data & Information Analysis Department.
Health Data and Information Analysis (HDIA). The mission of HDIA is:
To improve access, quality, health status and efficiency in the Dubai Health Sector by expanding access to high-quality health information and facilitating the efficient flow and exchange of information among patients, providers, funders and regulators with a focus on transparency and confidentiality and a balance between standardisation and autonomy.
HDIA is the owner of health data standards in the Emirate of Dubai and is also the home of the DHA’s statistics and analysis function. It is also responsible for initiatives to improve interoperability and data-sharing among healthcare providers while maintaining strict standards around confidentiality and privacy. The vision is to create a world-class health information network for the Emirate of Dubai.
Public Health and Safety (PHS). The mission of PHS is:
To protect, promote and enhance the health and well-being of nationals, residents and visitors by developing and monitoring the implementation of evidence-based public health policies and guidelines through a multisectoral approach that involves communities and adopts culturally and ethically sound practices
PHS is the owner of all policies concerning public health and safety in the Emirate of Dubai. It plays a leading role in developing policies and coordinating stakeholders to address high-priority infectious and non-infectious health threats and reducing the overall burden of injury and disease in Dubai, while improving the community quality.
Policy and Strategy (PSD). The mission of PSD is:
To improve access, quality, health status and efficiency in the Dubai Health Sector by promoting rigour, innovation and an evidence-based approaches to policy development, decision analysis, strategic planning and strategy execution at the Dubai Health Authority and by increasing the volume, efficiency and effectiveness of healthcare investment in Dubai
PSD coordinates the DHA’s policy and strategy functions and is the overall coordinator of the Dubai Health Strategy. It is also responsible for health planning, technology assessment and household survey analysis and investment promotion, and for developing medical tourism strategies for Dubai, in coordination with a broad range of internal and external stakeholders from the public and private sectors.
