The main responsibilities of PSD are to improve access, quality, health status and efficiency in the Dubai Health Sector by promoting rigor, innovation and an evidence-based approach to policy development, decision analysis, strategic planning and strategy execution at the Dubai Health Authority, and by increasing the volume, efficiency and effectiveness of healthcare investment in Dubai
The PSD coordinates the DHA’s policy and strategy functions and is the overall coordinator of the Dubai Health Strategy. It is also responsible for health planning, technology assessment and household survey analysis and investment promotion, and for developing medical tourism strategies for Dubai, in coordination with a broad range of internal and external stakeholders from the public and private sectors. The Policy and Strategy Department fulfils its responsibilities through two sections: Policy, Strategy & Planning Section and Health Research & Performance Management Section.
Main functions of the Policy, Strategy and Planning Section:
- Prepare, review and update the Dubai Health Sector Strategy and ensure alignment to the strategic goals of Dubai as laid out in the Dubai Strategic Plan (DSP) 2015 and with DHA Service Delivery functions;
- Coordinate with key public and private stakeholders in the development of the Dubai Health Sector Strategy and overall monitor of its implementation;
- Lead the development of a comprehensive healthcare need assessment in Dubai and develop a 10-year Clinical Services Capacity Plan to be updated every two years covering all aspects including services, facilities and human resources;
- Evaluate and analyze the internal and external socio-economic, political and educational trends that affect the healthcare system in Dubai;
- Contribute to evidence-based review, monitoring and evaluation of ongoing and proposed health programs and projects;
- Provide technical and managerial guidance and advice to DHA senior management on issues concerning planning for services, facilities and human resources;
- Conduct needs assessments and planning studies for high-priority health services such as acute rehabilitation, long-term care and fertility services and set clear planning assumptions for each in consultation with public and private stakeholders;
- Evaluate the need for new healthcare services and complex/expensive technologies through a Certificate of Need policy implemented in coordination with the Health Regulation Department;
- Lead the DHA's work on investment promotion and PPP projects, and support healthcare investors by reviewing feasibility studies, assumptions and service projections in collaboration with the Dubai Economic Development Department and other key stakeholders
Main functions of the Research and Performance Management Section
- Perform rigorous policy research and evidence-based analysis for the DHA’s Health Policy and Strategy Sector in collaboration with key internal and external stakeholders;
- Contribute to the development of the key performance indicators for the health sector and the preparation of the regular report on the KPI in collaboration with the Executive Council and internal DHA partners;
- Oversee execution of the Dubai Health Strategy and key policy initiatives through integration with the Government of Dubai’s Strategy Execution System and additional analytical exercises as required;
- Develop, evaluate and provide technical impact and quality control to proposals for the design of research studies related to health.
- Ensure compliance with DHA policies and procedures governing the management and conduct of research
- Assist the DHA Executive Team in selecting performance targets and indentifying required strategic initiatives, and facilitating the implementation of a strategic performance reporting system integrated with the Government of Dubai's Strategic Execution system
